Don't take it so seriously. They wanted to get them in circulation ASAP, the lack of encryption wasn't considered a big problem (since even if the bad guys can see a Hellfire Missile coming at them they're still dead meat), and it won't take that much to solve the problem. It was a strange decision, but it is easy to understand why it happened and isn't a major problem.
