Well, that is simply the mathematical principle that UNDERLIES the entire field of securitization of loans!

No, its a specific implementation of reserve requirements that pulls from that mathematics, but isn't in any way required or implied by them.

More to the point whatever its source its a regulatory action, an action that encouraged sub-optimal private sector activity, a failure of regulation, not deregulation or lack of regulation.
