During the Soviet occupation, the ISI wouldn't even permit CIA operatives to meet with Mujahidin leaders. We had literally NO actual presence in Afghanistan. What we did was provide money, arms, and training in Pakistan and the ISI handled operational mattters.

Furthermore, the ISI is divided and compartmentalized, and often rivals to one another. Internal security, tasked with counter-terrorism, is certainly more favorably inclined towards the US. It dovetails with their mission. But the other side of ISI, tasked with foreign operations, and responsible for the creation of the Taliban, run their own show.

Bottom line, DON'T EVER THINK that the ISI or any other country's intelligence service are complete pawns of the CIA. Most of the time they just take the money and ACT like they are helping us.
It's THEIR COUNTRY and they aren't going to permit ANY country, whether it be the US, China, or Russia, to dictate terms to them.
