Here's what I don't get. Ben Nelson got special 'carve-outs' for Nebraska so the Feds would pick up Nebraska's tab for the Medicaid expansion in the bill. Now surely, every governor of every state without such a carve-out is screaming at their Senators right now, for the Medicaid expansion is an enormous unfunded mandate to states that are already in crisis and already staying afloat via stimulus cash injections. What is every Dem senator going to cost himself in popularity for this measure? a measure that nobody likes anymore, not even progressives. The whole thing is so nuts.
