'Best system' in this context means best for the needy clients. Next question is if the ailing French state finances can support it long term. Same situation in Italy as you may well know. If 'government run' contributes to the quality of it I don't know but when cost doesn't count, why shouldn't government be in a position to do a decent job? Taro
