If you want to drive a car on city streets you may be required to have it, but you can choose not to. There is a near 100% probability that, if this bill is signed into law, this provision will be challenged on constitutional grounds, and there is a pretty good possibility it will not be sustained. I am opposed to requiring liability insurance. But the rationale for it make a lot more sense than the health insurance requirement.
