"It is not mandatory" It is if you drive. If you quit running around in circles, you'd realize this. "There is a near 100% probability that, if this bill is signed into law, this provision will be challenged on constitutional grounds, and there is a pretty good possibility it will not be sustained." Not sure what those grounds would be. Care to elucidate?
