Premiums for Thai Stocks

From some of the prior posts, I get the impression that there's a premium paid for certain Thai stocks traded OTC (not ADR's). People are paying more for these stocks than what they're trading for on the SET. Is this like South Korea, where you have to pay a premium for stock in a company where foreign ownership limits have been reached? Or is something else going on? Any information would be appreciated.
