ALL of what you assert may be exactly correct, ('delaying' some projects until 2010, etc.) Re: "...chose to keep those people unemployed for political gain."

But... what of the Congressional Republicans who voted 100% against ALL of this infrastructure spending and the tax breaks? (Are they on record now as "choosing to keep people unemployed for political gain" too?)
