I believe that was my speculation over two years ago having peered through the haze first hand :O) One concern and an issue I have experienced first hand .. local bureaucrats (from the text) .. There is a still somewhat of a warlord mentality (fifedoms) I note.. that needs to be ameliorated.. It occurs everywhere but appears to be a little too strong yet in China..
