Cap and Trade ain't gonna pass.... And there is nowhere near enough support in the Senate to ratify an international Treaty (so no treaty will even be introduced.)

Besides --- the global 'Great Recession' has already provided for a larger decline in the rate of emissions then all the legislative efforts envisioned anyway....
