The only climate treaty that really works, is the one that reduces the amount of coal, gas and oil that is fetched from the ground.

I agree with you that fluid fuel is needed, but it can be produced CO2-free.

However, it is dangerous to compare emerging markets with our own history. The western world has produced a lot of stuff that other countries really want, and that made us much rich. But now, we really want them to deliver on CO2 "services", and they're in a damn good negotation position.
