Volcker goes on the offensive

Over the past few weeks, Volcker has given a provocative interview to Der Spiegel and some candid comments to a Wall Street Journal conference. These can't be by accident. Volcker is a deeply experienced player in Washington and central banking circles, and he knows, as Johnson observes, "exactly how to influence policy -- he has not been welcomed in the front door (controlled by the people who have daily meetings with the president), so he's going round the back, aiming at shifting mainstream views about what are 'safe' banks
