I just can't help but think had a step-wise approach been taken we would have been far better off. Develop an over all plan or strategy, then use smaller pieces of legislation to implement it on a piecemeal basis.

They would have had great support for beefing up measures to get control of Medicare/Medicaid fraud, overpayment and abuse. Get that implemented -- which would have been far easier, then attack the problem drug reimportation or DME costs or community clinics (it is odd that I find myself in total agreement with Bernie Sanders about the need for and value of community clinics; agreeing with that guy is a probably a once-in-a-lifetime event).

You have to have a master plan. But sometimes problems are just so big that tackling them head on is not very effective; sometimes it is better to chip away at the edges until you develop a clearer understanding of the issues and the problem becomes more manageable. These guys didn't do that; they went all-in at the outset and I can't believe we're going to get a good result out of it.
