And given all the crazy spending out of the recession we are already doing, blowing the budget on this doesn't seem as strange is it might have when the deficits were smaller.

It doesn't seem as strange, but its worse in a practical sense. Its like the habitual problem gambler. Blowing half his paycheck on the horses, might not seem so strange for him, he's done it before, but since he's already got a collapsing financial position its more problematic than if many other people did it.
