I think calling Palin's statement the lie of the year is a bit unreasonable. I would not have selected it as number one, either. It was outrageous hype but at least it had an element of underlying fact whereas the others were outright lies. It may be number one, though, in impact. Hardly anyone believed the birthers and I hadn't even heard the one about the sterilants in the water so they didn't have much impact.
