It seems like that would include at least the public plans and, given the tentacles of funds authorized, possibly private plans. The only way to get abortion coverage would be to buy a private supplemental plan designed for that purpose. I seriously doubt that would be readily available or cost effective. Given that some women who now have private plans would end up dumped into the public plans, that would be a net reduction in women having abortion coverage. I would call that an extension.

I just posted something about states using funds authorized by this bill for their own single payer systems. So those could not include abortion coverage. That, too, would be an extension.

Seems to me that the simplest way to implement the spirit of the Hyde amendment would be for women who want abortion coverage to have to pay that portion of the cost out of pocket. That seems to me to be the simplest way consistent with the status quo. Segregating the money is fine. We've been doing that for decades and it seems pretty well accepted on both sides. Segregating the plans seems an extension to me.
