I already acknowledged the technicality. I'm focusing on the net result The strategy of the pro-life movement has been to reduce availability of abortions. That includes eliminating clinics and practitioners, discouraging women, cutting funding in various ways, and raising costs. All of that reduces availability. This amendment has the effect of further reducing availability beyond the status quo. Not by itself but in conjunction with the bill to which it is attached. The status quo is the default. This bill with this amendment is better for the pro-life movement than the status quo, therefore it is an advance.
