I think all of this should be spelled out and not left to some bureaucrat.

It would seem that folks who worry about bureaucrats don't know much about the federal bureaucracy. <g>

Besides, an "independent commission" isn't part of the federal bureaucracy.

I will need to see the delegations of authority before I worry about that bunch. It's not natural for them to have much in the way of authority regardless of the intentions of the program proponents.

Too many unknowns right now for me to worry. I understand that, for others, that's all the more reason to worry...
