It is responsibility of each issuer to determine what information is "material" and in the context of the issuer's own affairs.

Drilling results as part of the exploration process while being under the company's interpretation maybe kept and in many times are confidential, simply as part of further analysis.
In ceratin circumstances disclosure of material information may be delayed temporarily where immediate release of the information would be unduly detrimental to the issuer's interests(not the price). Let's say a private placement with another issuer for the certain price of X number of shares based on continous feed of data and satisfactory results so far carried programs(drilling). Certainly many people know good assay when they see one, although does this make this disputable "good" a material change or material information? Since there is a thin line between being potential today and proven tomorrow, it may not constitute requirements of disclosure under management opinion. Under National Policy material information would have to increase resources of the issuer, which are still under "potential estimate" for Hemlock and logically cannot be increased just by one hole and surely would not past scrutiny of any exchanges in the world if they were phrased like a material change.
