A very interesting distinction!

But, yes, the style of regulation governing equity markets (over-seen by SEC regs.) is nearly completely different from the style that the C.F.T.C. uses in it's area of authority (futures).

C.F.T.C. uses a "rule-based" regulatory principle... while SEC relies on a very different method of listing item-by-item what is specifically a'gin the law.....
