Haig was secretary of state at the time. Reagan was in surgery and Bush was on an airplane somewhere. Haig was in fact temporarily in charge at the white house - although he was fourth in line constitutionally. He gets a unfair bad rap for this because the press didn't like him. He let the Russians know who they'd be dealing with if this was a conspiracy to take down the government.

You're maybe thinking about him being chief of staff for Nixon years earlier.
