That's true. The Senate and House go back to the times of the Romans and Greeks. The House was always a nod to the common man, while the Senate was always populated with the rich and the powerful, who really controlled the reins of government.

But if we were serious about government by and for the people, we'd get rid of the electoral college and the Senate and just elect Congressman into one legislative body with the number of Congressman per state based on the population in that state. In addition, we'd eliminate the filibuster. That's another thing that is not helping us solve problems.
