I'm interested in water companies - Southern California in particular. CLCI came onto my radar screen and I spent some time. There are special problems here, but if you look at their filings, you find fields of red flags. I continue to follow it because the class of candidates is limited. From a value standpoint, most anything can have 'value' at a price. Where you have an area that is dominated by governmental agencies, there will frequently be mispricing of assets. I think CLCI is a symptom of this. There is no real market to discipline it. Opportunities seem to arise in these sorts of situations. Mike
