Selecting a new Background:
You can set a picture as background by right clinking on it and select "set as desktop background". I would recommend selecting a locally accessible file as background rather than an online source.

You can also do it by:
Right click on and black portion of the screen.
For Windows XP
Select Properties
Select picture from the list or browse to more options
Select from the dropdown box Center, Stretch or Tile

For Windows Vista
Select Personalize
Select Desktop Background from the list
From the Location dropdown list select Pictures
It will default to My Pictures - you can browse from there.
Select the radio button for Center, Stretch or Tile
