If the ship belongs to the enemy, the answer is YES.

Why would we invite an enemy ship to dock in our harbors or ports?

Furthermore, the USS Cole was docked in a Yemeni port BY INVITATION of the Yemeni government.

Does any party in Yemen, therefore, have the right to attack that ship?

Any ship attacked while enjoying the sanctuary of OUR harbors would be our fault, because we had failed to provide sufficient security to prevent the attack.

Why, therefore, is it "our fault" that the USS Cole was attacked?
