Interpol executive order... makes for great fear mongering, but the fact is that it essentially just restates what's already been in effect since Reagan originally authorized the exact same "exemptions" etc., in 1983... nothing new in this EO at all. Ooops, wrong... it appears that what Reagan implemented was already part of US law from 1945... but was "amended" by Reagan in 1983 and now iterated once again by Obama: Congress in 1945: en.wikisource.org.
