Once again, it was nearly impossible to attract new industry because of the stranglehold the auto company had on the state.

It didn't employ everyone, or even almost everyone. Even when it was booming new businesses could have started up (and to a limited extent did), in a better business climate they could have grown, and would have attracted more people to move to the Detroit area (rather than leaving Detroit).

Then the car companies started to shed employment. One of the important reasons that no one moved to use this new resource, is that the local business climate was so bad.
