Also Brazil is more favorably situated for use of alcohol fuel.

But finding one example is pretty meaningless. I'll add some for you, Saudi Arabia, is also energy independent. So what? They aren't independent in many other important things, and neither is Brazil. The attempt to create such independence, if taken really seriously, is harmful, its shutting yourself off from the benefits of trade.

What about when the problem is there is limited domestic supply?

There is always limited domestic supply for any economically scarce resource, even in the biggest exporters of it.

If domestic supply doesn't meet your current demand, you either allow imports, or you accept very high prices, which bring demand down, or you could (but I would not recommend) put other barriers in the way of purchases to suppress demand without raising the price (assuming you can contain the resulting black market).
