The attempt to create such independence, if taken really seriously, is harmful, its shutting yourself off from the benefits of trade.

Sorry, Tim, you are a one trick pony. Trade is not the only solution to a problem.

What about when the problem is there is limited domestic supply?

There is always limited domestic supply for any economically scarce resource, even in the biggest exporters of it.

And those who are very dependent on that rare resource are in danger of suffocating their economic growth.

Again, I repeat there is more than one solution to a problem.....trade is useful in some instances but hardly in all.

If domestic supply doesn't meet your current demand, you either allow imports, or you accept very high prices, which bring demand down, or you could (but I would not recommend) put other barriers in the way of purchases to suppress demand without raising the price (assuming you can contain the resulting black market).

Oh sh*t.....if murder was rampant but could be reduced considerably by gov't intervention, you will still opt for free trade. Seriously, I am tired of such rigidity and narrowness of vision.
