The whole point of terrorism is not necessarily to kill people, though. The point is to disrupt things and having the ones with few brains running around in little circles screaming their heads off. Just look at what is happening now. Granted, it would have been more gratifying to whoever hatched this plot for the bomb to have gone off. But it would not have done any more damage than what is happening now. In fact, it probably would have been less effective in that we wouldn't be having those screaming about how dangerous it would be to follow our laws and that we should torture him for information and try him in secret...
