I suppose it depends on your definition of "huge". The tests had the shoe bomb in direct contact with the metal plate. Even then, it would be extremely unlikely to have resulted in the loss of the plane. Given that it was in his crotch, a large percentage of the blast would have been absorbed by his body.

If the PETN was ideally placed, it could have downed the airliner. But, it wasn't. Far from it. Same with Reid. As the FBI stated at the time.
