Some years back Susie Selby did a Barbera on contract which was done 100% in stainless. Quite a remarkable wine which got some kudos even from Piedmontese bigots.

Personally, I get suspicious of anyone who uses any more than 20-25% new oak tops, but, of course, one should note that even though 5 year old barrels aren't doing anything very oaky to the wine, being in a porous, breathing chamber of limited size is going to result in a different wine than a large stainless vat ... everything has some effect.
