I don't think most of the supporters of the bill actually plan to have the practices shut down. The supporters in congress mostly think they will cancel the plan for the cut after the bill passes and is signed (using it only to get a good CBO score for the bill to help it pass). Other supporters either have that opinion, or hope it won't cause shutdowns.
