How's about a scenario whereby a specific vacinne is secretly administered to select people and groups that they want to save. Those refusing the vaccine and those targetted to get a different vaccine would no longer be a problem once the genetically re-engineered and extremely lethal virus is finally allowed to quietly escape it's laboratory nest. Much like Monsanto's roundup, all unwanted vegetation will be destroyed.
It would be a win win for those that want to reduce the human population but at the same time insure that troublemakers and those that would get in the way of the new Progressive regime would no longer be an obstacle to the type of change they have in mind for the world's people.
