Right and that is exactly my point. These unfunded liabilities are very real, even though there is a high probability that they will not be fulfilled. If I were king, I would put those on the government books as real liabilities to force visibility onto the issue and then force Congress to legislate those benefits away in full view of the public.

That's the problem with our government's budgets and balance sheets. They hide everything in order to fool the public. Bush basically fought his wars off the government's books. Social security revenues are lumped in with general revenue funds. They use every trick in the book to obscure the wholesale raping of the public funds that is going on.
