Carolyn I am not certain this is entirely true. The SS COLA's and may others in state and federal retirement accounts are figured on the influence of inflation. Now if there was a vote on 2011 I am unaware of it. I know this year there was , by their definition no inflation. 1.They voted to not give you a Social Security Cost of living raise in 2010 and 2011.
