Saddam should have been unseated in 1991.

We just waited 12 years to make it happen, that's all.

And it's a clear and simple argument, which Bush never made.

Saddam remained in power ONLY on condition that he abided by the terms and conditions of UNSC 687 cease-fire agreement.

Saddam was declared in Material Breach of that cease-fire in 2002. But he effectively materially breached the terms of the cease in 1998 when he ceased cooperation with the UNSCOM inspectors.

When a cease-fire is rendered null and void, the previous state of hostilities is restored.
