Yep, that's how the idea is supposed to work (exactly the same as how the base closing commission's recommendations have worked the several times it has been convened).

The bipartisan DEFICIT REDUCTION COMMISSION will try to craft a set of proposals (action items...), which is to be presented to Congress as a *package*.

What Congress must guarantee is that the package has a up or down VOTE. (With no amendments possible, else the whole thing would be picked to pieces and we would never get any deficit reduction.)

One vote... either up or down. (And Congress guarantees 'no stalling'... that it will expeditiously have a vote whenever the bipartisan commission presents a plan)....
