Nor does that have anything to do with the President's education reform effort.

It is a NATIONAL EFFORT, but it is VOLUNTARY on each State (or the District, whatever), each jurisdiction must SIGN UP for the federal package. ('Carrots and Sticks' are used to encourage that....)

And the education unions are having BIG TROUBLE with the plan because it makes it EASIER to FIRE under-performing teachers, just as it makes it EASIER to close under-performing schools, and easier for parents to pull their kids out of failing schools....
