I don't think anyone would view Carter as anything but an abject failure. Even his support for Obama will likely be viewed as a self interested attempt to be raised from being recorded as the worst President ever.

What was Regan's "end game" exactly?

Restore America to a strong military footing. Win the Cold War. Gain the ability to defend America rather than just being able to threaten to annihilate the world if we were attacked.

In hindsight it appears missile defense is important.
