It's just the wrong way to create change.

The Japanese are obstinate about being able to hunt whales, even in the name of research.

They apparently have a long history of whaling and consider it part of their cultural heritage.

They would be better served taking a long-term approach to changing social thinking about whale meat. It would take longer, but I think it would have a greater effect.
