No, it's normal for picture quality to vary by channel, and even sometimes by program. It depends on the format each channel is sending in.

Thanks, Allen. I'm living with that disparity now but when the TV is good it's very good.

However, one of the odd things also is that the picture size varies. If we set it to "wide" to cover the full screen, on some channels it gets clipped on the sides or top/bottom or all four. A channel switch looks fine. Come back to the previous channel with the outsize picture; fix the picture; change the channel; then come back to the bad channel and the picture problem returns.
