A common definition for fascism is a blurring of the line between corporate and private interests and the government, especially when mixed with nationalism.

The problem with dismissing all non-standard explanations as "conspiracy theories" is that if any of them are true, we have some pretty sick sh_t going on. If only 0.001% actions of government are conspiratorial (seems like a really low estimate) then there are several government conspiracy acts a year (based upon the sheer number of individual governmental actions that occur). I expect that conspiracy in government is a much higher percentage than rodent droppings in wheat - and while expected, it has to be winnowed out. It isn't like the government has never acted improperly.
