The primary question remains the same: will the cost of health care CONTINUE to rise at the same hugely destructive pace that it has in recent decades, or will it NOT... will that rate of increase change?

But considerations of policy must *always* be aware of what the baseline is --- what is ALREADY GOING ON in the status quo....
