Presuming you're using IE 8,to view toolbars click on "view." Toolbars are at the top of the drop down menu.
To open a new page click on the small square box that is parallel to the icons such as the home page and print icon. The box will be next to the current page you're viewing towards the top left part of the screen. Chrome is pretty much the same thing. I'm not on my computer so I don't have Chrome in front of me to be more precise.
