where in Explorer and Chrome is the option to open a new page in a new browser

In Google Chrome, pull down the Tools Menu (Wrench Icon on right side) and select New Window. Or you can Click on the "+" at the top of the Chrome screen to open a new tab, then just drag and drop the new tab to anywhere on the screen and a new Window will be opened.
