Frito pie is not in a crust. :) You layer fritos, then chili, then onion & cheese, and then repeat.

as to the history of it:

One of the stories says that the Frito pie originated with Frito-Lay's founder Elmer Doolin's mother. It claims that Daisy Dean Doolin came up with the Frito pie sometime after creating the first Frito chip. Mentions of the Frito pie are nearly as old as the company itself which was founded in 1932.[3]

Another of the stories claims that the Frito pie originated in the 1960s with Teresa Hernandez, who worked at the F. W. Woolworth's lunch counter in Santa Fe, New Mexico.[3]

I grew up eating it and did not know what I ate later at a tiny lunch eatery in Visalia was the original way... you split a single bag of fritos along a long side, then dump in chili & onions & cheese and then dig in.

Since Fritos started in Texas and HQ is still in Dallas... rather a perfect Cowboy game day meal. :)

oh, I left out the onion, since I either like it raw or cooked much longer (or at least sauted first), and I didn't want to mess with chopping and sauteing, but I did add 1/4 cup of salsa, which is a keeper on the recipe for me. I might just make it again for next Sunday's game. :)
