well, had i been one such evil, i would introduce a new schema that is for employers that don't offer 401Ks to their employees. ... basically say that these employees, most of who keep their savings in 1% savings accounts, can have a tax sheltered 401K after all, sponsored by the government with Treasury type returns, which may be low now, but are historically better than savings accounts. And, if we follow the Japanese path, may turn out to be better than lots of other alternative investments.
once the schema is in place, i would then wait for some other opportune moment to unite the people, all of the people, into one easy to manage convolution, my convolution, the convolution that the have not is already in, and therefore in support of, democratically.
sounds like a plan, no?
