Assuming the Detroit Delta Airlines bomber would have 'succeeded' with the first attack since GWB, do you thus really believe that would have boosted Obama's rating?

If Obama was president when the 911 attacks took place, under the same circumstances, his polls would have shot up just as W's did. The difference is that W went on to squander all that good will. That's history, not a supposition, like you question.
